Medicare Basic Premium To Go Up (9/13/2006) Medicare Part B is what covers doctors' services, diagnostic test and outpatient hospital care for some 40 million people aged 65 and over or who are disabled. The price of Part B increased by 50% from 2003 to 2006. The Bush administration has announced that the basic Medicare Part B premium will go up next year to $93.50/month--a $5/month increase. "More affluent" beneficiaries will pay a new surcharge ranging from $12.50 to $68.50/month (depending on income). The surcharge applies to about 1.5 million people who have annual incomes in excess of $80,000 for individuals or $160,000 for married couples who file taxes jointly. Medicare officials said the 2007 standard premium was lower than predicted--they had predicted a rise from the current $88.50 to approximately $98 for 2007. -- Back To Top of This Page --

Senior citizens alway get a price break, for example, at Lake Lurleen State Park or Wind Creek State Park, Senior Citizens 62 years of age and older pay only a $1.00 entrance fee for a whole day. Admission to your Birmingham Zoo is only $6 per day for seniors 65 and older. Get more information atwww.BirminghamZoo.com. Would you like to attend an old-fashioned fasola (A.K.A. sacred harp or shaped notes) singing event? Take a look at www.fasola.org/maps to see where and when the events are held. You'll have to click on the event to see its time and dates, so it will take a little work on your part, but if this is your cup of tea, it will be worth the effort. Lots of churches have a seniors group that meets through the week. For example, at First United Methodist Church in Hueytown a group called "Nifty Over Fifty" meets every Thursday at 10 A.M. About Medicare Prescription Drug Plans (PDP's) Known as "Medicare Part D" insurance companies will offer Medicare Prescription Drug Plans which take effect in 2006. These PDP's replace the Medicare-approved drug discount cards you may have already been using. You can continue using the discount card until May 15, 2006, or until you join a PDP, whichever comes first. If you want to use a PDP, your premiums will likely be lower if you enroll before May 15, 2006. Failure to enroll before this date may subject you to premium increases of 1% for each month you delay joining. There are basically 2 types of plans to select from: - A PDP: Taken alone, this option only gives you prescription drug coverage. Be careful here because a PDP separate from your Medicare Advantage (MA) plan--you could lose all existing MA benefits. A PDP can be used with your original Medicare or Medigap insurance to give full coverage, but you must be careful to arrange this.
- A Medicare Advantage (MA) plan with Medicare Prescription Drug Coverage:This options gives you coverage form doctors' visits and hospital care as well a prescription drug coverage
Beginning in 2006 the new Federal law allows you to make only one change during the year, plus it limits the kinds of changes you can make. (In the past, you could change Medicare plans at different times during the year, so this is a change worthy of note.) There are certain dates you should be aware of in dealing with this new form of insurance: - October 1, 2005: Detailed drug benefit information is made available
- November 15, 2005: This is the 1st date for enrollment in a Medicare PDP or MA plan for 2006
- January 1, 2006: Medicare prescription drug coverage begins if you enroll by 12/31/2005
- January 1, 2006-June 30, 2006: If you are enrolled in a Medicare Prescription Drug plan, you can switch to a different plan during this time period
- May 15, 2006: This is the last date in 2006 to enroll in a Medicare prescription drug plan. For each month you deal after this date, Part D premiums will increase by one percent
- July 1 - December 31, 2006: Generally speaking you cannot change plans during this time frame. (There are some very limited exceptions.)
Be aware of what is called the donut hole in Medicare Part D. The so-called "Basic" plan works like this: | You Pay | | Insurance Pays | You must first pay an annual deductible of $250, i.e., you must pay $250.00 on your prescription drugs before the insurance pays anything. | $0-$250 | Nothing | You pay 25% of the TOTAL COST of your prescription drugs for the year reach $2,250. Note that this is not your out-of-pocket cost, but the total of what you have paid AND what the insurance company has paid. | $251-$2,250 | The insurnace company pays 75% of your total prescription drug costs until the total cost for the year is $2,250.00 | This is the infamous "donut hole." During this "hole" in your coverage, you must pay 100% of your prescription drug costs, in other words, you must pay the next $2,850.00 | $2,251-$5,100 | Nothing | You pay 5% of your drug costs (or a small copayment) for the remainder of the calendar year. (When this kicks in, you will have spent $3,600 for prescription drugs during the calendar year in question.) | $5,101... | 95% of the cost of your prescription drugs during the remainder of the calendar year. |
There will be numerous plans offered, and for an extra amount of premium, you may well be able to purchase some form of "extended" or "enhanced" plan that will cover the donut hole. Keep your eyes open and decide which works best for you. Remember, you can change plans during the first 6 months of the year if you find something better than what you originally signed up for. Also, be aware that if your income is low, you may qualify for assistance in paying for Medicare Part D. Consult with the Social Security Administration or the Medicaid office to find out more on this possibility. Back to top of page
